Philippines 2GW Renewable Energy Auction Allocates 1.57GW Of Solar Energy

The main winner of the first renewable energy auction in the Philippines was photovoltaic developer Solar Philippines Nueva Ecija Corp. (SPNEC), which was awarded five solar projects with a total capacity of 1.35 GW.

The Philippine Department of Energy's (DOE) Green Energy Auction Bid Evaluation and Award Committee (GEA-BEAC) has announced the 19 winning bidders for its latest auction, which allocated 2 GW of renewable energy capacity.

GEA-BEAC launched the auction in January and had previously pre-selected 24 bidders for the final stage of the procurement campaign. Overall, the procurement campaign allocated 1,966.4 MW of renewable energy, of which approximately 119.1 MW was hydroelectric, 1.490.3 GW was large-scale solar, 374 MW was wind and 3.4 MW was biomass capacity.

The main winning bidder in the auction was Solar Philippines Nueva Ecija Corp. (SPNEC), which was awarded three photovoltaic projects with capacities of 200 MW, 280 MW and 450 MW respectively in the Luzon region. It also won a 300 MW solar project in the Visayas region and a 200 MW project in Mindanao.

In Luzon, Pavi Green Renewable Energy won a 40.4 MW PC project, while Greenergy Solutions won a 99.9 MW project. However, GEA-BEAC has not yet disclosed the final price of the auction.

"The winning bidders were ranked from lowest to highest bid and grouped according to the relevant renewable energy technology corresponding to each grid." The commission revealed, but did not provide further details.

The Philippine Energy Regulatory Commission (ERC) has set a price cap of Php3.628 (US$0.066) per kWh for photovoltaic technologies and Php5.2887 for wind power.

The Philippine government has announced plans to introduce an auction system for the Green Energy Tariff Scheme in February 2020.
