French official announced 44GW renewable energy development goals

The French government has issued a formal decree for the national energy plan-the Energy Plan (PPE).


The goal of the strategy is to achieve 20.1 GW of  capacity by 2023 and 44 GW by 2028.


The decree states: "In order to contribute to the achievement of the goals set in this article, the indicative timetable for launching a competitive tendering process for renewable energy" before 2024 "is as follows." The decree also sets other clean energy transformation goals, including the development of up to 10 pilot projects for electricity-to-gas conversion in 2023 and 10-100 by 2028. By 2023, green hydrogen should account for 10% of industrial hydrogen, and 20-40% after 5 years. Electric vehicle ambitions include 660,000 electric vehicles in 2023 and 3 million electric vehicles in 2028; 500,000 and 1.8 million plug-in hybrid vehicles, and 170,000 and 500,000 electric or hybrid vehicles. The number of low-emission heavy vehicles is 21,000 and 65,000 respectively.


In order to support the electric vehicle revolution, France plans to build 100,000 public charging stations by 2023, plus 100 public hydrogen refueling stations, and will reach 400-1000 in 5 years.


The strategy is based on 2012 and its goal is to reduce natural gas usage by 10% within three years and increase it to 22% by 2028. In the same time frame, oil use decreased by 19% and 34%, and coal by 66% and 80%, respectively. In terms of energy efficiency, the goal is to reduce energy consumption by 7.5% and 16.5% compared to the 2012 baseline between 2023 and 2028 in 2012, respectively.
