Several recent  blackouts and power outages in Australia have helped ensure that  electricity supply is a major problem in the operation of its main power  grid. Australia wants to increase the flexibility  of the grid system, but the lack of mechanisms to help power system  operators to schedule demand-side resources to ensure the reliability of  power supply.
